Tora is a good alternative to Toad. It does however have its flaws. At times it hangs and the only way to get something done thereafter is to hit ctrl alt del.

This project appears to be dead. The most basic bugs reported in 2006 have not been fixed. For example, on windows the cursor is always a wait cursor instead of a pointer.
It also dies badly on exit.

I don't think this project is dead. I see the last release 2.1.2 on April 2010.
Good tool, probably as powerful as toad. However has its own fair share of issues. Considering the cost of toad, it is not a bad compromise at all.
